122. ROAD MAINTENANCE

 

Hard surfaced roads will be patched, crack-sealed and line painted annually as required. They will be resurfaced in accordance with the municipality’s long range and annual road programs.

Gravel surfaces will be graded and repaired as required and an annual gravelling program will be carried out in accordance with the Road Gravelling Program set out by Council in the "Recommendation for Public Works".

Signage will be installed in accordance with generally accepted engineering standards. The "Uniform Traffic Control Devices for Canada" will be used as a guide.

Inspections will be carried out as follows:

  • bridges and major culverts (5 foot diameter or greater): as per Alberta Transportation standards
  • forestry and local roads: during routine grader maintenance and gravelling operations
  • signage: at least once annually and at all times all Councillors and staff will watch for and report any instances where signage has been damaged.

Summer Maintenance

Summer maintenance of roads shall be carried out as follows:

    1. secondary and market gravelled roads: minimum grader maintenance once every month
    2. local gravel roads: minimum grader maintenance once every two months
    3. dirt roads: minimum grader maintenance once every year.

Winter Maintenance

The Director of Operations is responsible for dispatching winter maintenance equipment in accordance with this policy.

The priority for snowplowing operations will be:

    1. major emergency routes (e.g. main routes to hospital, fire, police, etc.)
    2. airport runways
    3. secondary highways
    4. school bus routes
    5. market roads
    6. local roads
    7. snowplowing residential driveways (see Snowplow Flags - Driveways)
    8. other miscellaneous duties

Within that context, the first priority will be to clear the travelled portion of roads and the airport runways. Winging and other maintenance operations will have second priority unless they can be combined with the first.

Municipal snowplow operators will take all reasonable measures to minimize the size of the snow berm left at private driveways.

Sanding of icy stretches and intersections will be done on an as required basis. The priority will be intersections, hills and curves on roads. Other areas will be done within the available resources as need dictates.

Culverts will be steamed in the early spring as required.

 

The Director of Operations is authorized to approve all routine maintenance operations within the approved budget and will maintain an inventory of roads, bridges and culverts, and signage. Construction projects such as road construction, bridge and major culvert (5 foot diameter or larger) installations require Council approval.
