MINUTES OF THE REGULAR MEETING OF THE MUNICIPAL DISTRICT OF SMOKY RIVER NO. 130, HELD IN THE MUNICIPAL OFFICE, FALHER, ALBERTA, WEDNESDAY, MAY 7, 2002

The meeting was called to order by Reeve Dumont at 10:05 a.m.

MINUTES OF THE LAST REGULAR MEETING – April 15, 2002

On motion of Councillor Begin, the minutes of the April 15, 2002 meeting were approved as presented.

MINUTES OF THE LAST H.P.S.D. #48 AND F.C.S.S. MEETINGS

The minutes of the last H.P.S.D. #48 and F.C.S.S. meetings were circulated as information to Council.

MONTHLY AND BUDGET REPORTS

On motion of Councillor Brochu, the monthly and budget reports for the month of April 2002 were approved.

2002 GRAVEL CRUSHING TENDERS

On motion of Councillor Aubin, Council awarded the 2002 gravel crushing contract to the firm of Indyrock Holdings at a price of $305,200 plus G.S.T.

FALHER NORTH ACCESS PAVEMENT OVERLAY TENDERS

On motion of Councillor Brochu, Council awarded the Falher North Access Overlay project to the firm of Ruel Bros. at a price of $41,100 plus G.S.T.

2002 MUNICIPAL BUDGET

On motion of Councillor Brochu, Council approved the 2002 Municipal Budget as attached in the amount of $4,986,698.

BYLAW NO. 739

A Bylaw of the Municipal District of Smoky River No. 130 in the Province of Alberta to authorize the rates of taxation to be levied against assessable property for the 2002 taxation year.

First Reading was given upon a motion of Councillor Tokarz.

Carried.

Second Reading was given upon a motion of Councillor Brochu.

Carried.

Councillor Aubin moved that Bylaw No. 739 receive Third and Final Reading at this time.

Carried Unanimously.

Councillor Begin moved that It receive Third Reading and be Finally Passed.

Carried.

2002 PUBLIC WORKS UNDERTAKINGS

On motion of Councillor Aubin, Council approved the Public Works Undertakings for 2002 as attached.

SMOKY RIVER F.C.S.S. BYLAWS

On motion of Councillor Brochu, Council approved the Smoky River Family and Community Support Services Bylaws to form their new society.

BYLAW NO. 740

A Bylaw of the Municipal District of Smoky River No. 130 in the Province of Alberta to authorize the Reeve and Municipal Administrator to sign an amending agreement for the joint operation of the Family and Community Support Services Program.

First Reading was given upon a motion of Councillor Aubin.

Carried.

Second Reading was given upon a motion of Councillor Begin.

Carried.

 

 

BYLAW NO. 740 – Continued

Councillor Desaulniers moved that Bylaw No. 740 receive Third and Final Reading at this time.

Carried Unanimously.

Councillor Tokarz moved that It receive Third Reading and be Finally Passed.

Carried.

APPOINTMENT OF WEED INSPECTORS

On motion of Councillor Begin, in accordance with Section 5 of the Weed Control Act, Council appointed Paul Chailler, Raymond Rey, Gilbert Maisonneuve, Fern Chailler and Ronald Gardecki as weed inspectors for the Municipal District of Smoky River No. 130 for the 2002 season.

APPOINTMENT OF PEST CONTROL INSPECTORS

In accordance with Section 10(1) of the Agricultural Pest Act and on motion of Councillor Begin, Council appointed Paul Chailler, Raymond Rey, Gilbert Maisonneuve, Fern Chailler and Ronald Gardecki as Pest Control Inspectors for the Municipal District of Smoky River.

Carried.

MUNICIPAL SPONSORSHIP PROGRAM

Council discussed the several different options for applications under the Municipal Sponsorship Program that the Regional Committee had identified and prioritized at their last meeting.

ECONOMIC DEVELOPMENT

It was decided that an appointment at the next regular Council meeting be scheduled for a delegation consisting of the Chair and the Director of the Falher & Area Economic Development Board to discuss additional funding from the Municipal District of Smoky River No. 130.

FIRE CHIEF'S REPORT

Fire Chief Ian Fox introduced himself to Council and briefly addressed the following matters:

    • Progress to Date
    • Open Door Policy
    • Background Information on Setup in Cremona

On motion of Councillor Dumont, Council adjourned for lunch at 12:10 p.m. to reconvene at 1:10 p.m.

FIRE BONUS

On motion of Councillor Tokarz, Council approved a one-time bonus payment of $1,200 to Gerald Lanctot and $1,000 to Denis Laflamme for their dedication to the Fire Department through the attendance of meetings and their active roles in covering the vacant Fire Chief position.
