The meeting was called to order by Reeve Dumont at 10:05 a.m.

On motion of Councillor Begin, the agenda was approved with the following additions:

MINUTES OF THE LAST REGULAR MEETING – Feb. 13, 2002

On motion of Councillor Desaulniers, the minutes of the February 13, 2002 meeting were approved as presented.

MINUTES OF THE LAST H.P.S.D. #48, SMOKY RIVER AMBULANCE SERVICE SOCIETY, SMOKY RIVER AIRPORT COMMISSION AND COUNCIL MEETINGS

The minutes of the last H.P.S.D. #48, Smoky River Ambulance Service Society, Smoky River Airport Commission and Corporate, Operational and Community Development Committee meetings were circulated as information to Council.

MONTHLY AND BUDGET REPORTS

On motion of Councillor Tokarz, the monthly and budget reports for the month of February 2002 were approved.

FIRE GUARDIAN – Appointment of

On motion of Councillor Tokarz, Council appointed the Regional Fire Chief, Rene Turcotte and Dave Gervais as fire guardians for the 2002 season.

PAYMENT TO COUNCILLORS

On motion of Councillor Begin, Council approved the payment to Councillors for the first quarter of 2002.

SMOKY RIVER AIRPORT COMMISSION BUDGET

On motion of Councillor Desaulniers, Council approved the 2002 Smoky River Airport Commission budget as presented for a total of $33,000.00.

2002 GRADER BLADE QUOTATIONS

On motion of Councillor Tokarz, Council awarded its 2002 grader blade requirements to Valley Blades Ltd. as per their quotation.

2002 CULVERT QUOTATIONS

On motion of Councillor Brochu, Council awarded its 2002 culvert requirements to FSI Culvert Inc. as per their quotation.

G.P.V. GYM EXPANSION PROJECT

On motion of Councillor Dumont, Council tabled this issue until after lunch.

REGIONAL FIRE CHIEF

On motion of Councillor Brochu, Council approved the Village of Donnelly’s proposal of 40% population, 40% assessment and 20% call volume to be reviewed annually for the Director of Protective Services fees.

Carried.

On motion of Councillor Begin, Council appointed Councillors Brochu and Tokarz along with Administrator Turcotte to a committee responsible for interviewing and hiring the Regional Fire Chief.

Carried.

BYLAW NO. 738 – Land Use Bylaw

On motion of Councillor Dumont, Council tabled this matter until after lunch.

Lewis Kuntz, Detachment Commander and Marie-Claude Verrault, Member of the McLennan Detachment interviewed Council on the following matters:

E-911 DISPATCH SERVICES

On motion of Councillor Tokarz, Council tabled the PREMS request for a service fee increase until the next regular meeting.

GRADER BEAT NO. 5

Councillor Brochu voiced his concerns of the time constraints experienced by grader operators of Grader Beat #5 due to extra time required to maintain high traffic roads close to Falher. It was suggested that the spare grader be sent out more frequently.

 

 

 

SARDA MEMBERSHIP

It was agreed that a SARDA membership drive advertisement be included in the 2002 M.D. Newsletter that will be mailed with the Combined Tax and Assessment Notices.

PEACE HEALTH FOUNDATION

On motion of Councillor Begin, Council approved a $500 contribution to the "Spring Soiree" fundraiser for the Peace Health Foundation to aid in the purchase of equipment to do cataract surgery and other procedures at the Peace River Community Health Centre.

SUBDIVISION – NW 36-80-22-W5M

On motion of Councillor Begin, Council approved a subdivision in the NW 36-80-22-W5M for a country residential for Marius Lebrun subject to the following conditions:

    • that all outstanding property taxes be paid in full,
    • that a Developer’s Agreement be entered into with the Municipal District of Smoky River, and
    • access to the balance of the quarter be constructed at the Developer’s expense and to M.D. standards if required.

On motion of Councillor Dumont, Council adjourned for lunch at 12:00 p.m. to reconvene at 1:05 p.m.

On motion of Councillor Tokarz, Council appointed Councillor Aubin to the G.P.V. Gym Expansion Project Committee.

CORPORATE, OPERATIONAL AND COMMUNITY DEVELOPMENT COMMITTEE MINUTES

On motion of Councillor Tokarz, Council approved the Community, Operational and Community Development Committee minutes of February 21, as amended to include a clause forbidding hog and poultry operations in the B and C areas and to add the swamp area to B1 area.

BY-LAW NO. 738 – Land Use Bylaw

A Bylaw of the Municipal District of Smoky River No. 130 in the Province of Alberta to amend the existing Land Use Bylaw.

First Reading was given upon a motion of Councillor Tokarz.

On motion of Councillor Aubin, Council set the Public Hearing for Bylaw No. 738 for 9:00 a.m. on April 9th, 2002.

On motion of Councillor Brochu, Council amended Motion #011222 to appoint Mrs. Helene Hausler to the Peace Region Waste Reduction Committee instead of Northern C.A.R.E.

LETTER OF SUPPORT - A.C.F.A.

On motion of Councillor Tokarz, Council approved sending a letter to the Association canadienne-francaise de l'Alberta supporting the development of outdoor recreation facilities.

GUY WATER HOOK-UP

On motion of Councillor Tokarz, Council allowed Darcy and Wendy Tokarz to hook up to the Guy Water Supply subject to the following conditions:

    • the connection adheres to the M.D. of Smoky River specifications
    • all costs to connect to the water supply are borne by the developer

PANDEMIC INFLUENZA COMMITTEE

On motion of Councillor Aubin, Council appointed Reeve Dumont with Councillor Tokarz as alternate to the Emergency Preparedness Sub-committee addressing a Pandemic Influenza Plan.

WASTE COLLECTION

On motion of Councillor Aubin, Council empowered Councillors Tokarz and Brochu to vote on Council’s behalf regarding the Waste Collection issue at the Regional Committee meeting.

REGIONAL WASTE MANAGEMENT COMMISSION

After due consideration and discussion and on motion of Councillor Dumont, Council agreed to continue operating the M.D. of Smoky River landfills as Class II facilities and not to participate in a regional waste management commission as it is thought to be the best option for the M.D. ratepayers at this time.

REGIONAL PARTNERSHIP PROGRAM

On motion of Councillor Brochu, Council agreed to participate in a regional partnership initiative and to apply for an exploration grant on behalf of the local municipalities with our municipality being the managing partner.

On motion of Councillor Aubin, Council rescheduled the next Council meeting to April 15th, 2002 at 10:00 a.m.
