CALL TO ORDER

The meeting was called to order by Reeve Dumont at 10:00 a.m.

CONSIDERATION OF AGENDA

On motion of Councillor Aubin, the agenda was approved with the following additions:

    • Jean Cote Landfill
    • Powerline Extensions
    • Transfer of Holidays
    • PREDA Membership

MINUTES OF THE LAST REGULAR MEETING – December 12, 2001

On motion of Councillor Tokarz, the minutes of the last regular meeting held on December 12th, 2001 were approved as presented.

MINUTES OF THE LAST F.C.S.S. AND SMOKY RIVER AMBULANCE MEETINGS

The minutes of the last F.C.S.S. and Smoky River Ambulance Service Society meetings were circulated as information to Council.

F.C.S.S. BOARD STRUCTURE

Councillor Brochu moved that the F.C.S.S. Board structure be amended to include a representative for the hosting authority as well as one representative for the other four participating municipalities on a rotating basis if so requested.

M.D. FINANCIAL INDICATOR GRAPHS

Administrator Turcotte reviewed the financial indicator graphs with Council on an item by item basis.

MONTHLY AND BUDGET REPORTS

On motion of Councillor Begin, Council approved the monthly and budget reports for the month of December as presented.

V.S.I. SERVICES (1980) LTD.

On motion of Councillor Aubin, Council agreed to enter into a contract with V.S.I. Services (1980) Ltd. for veterinary services for the year 2002 as per the estimated budgeted amount.

Carried.

 

 

 

JEAN COTE LANDFILL

Councillor Begin informed Council that a survey of preferred days of operation for the landfill in Jean Cote indicated overwhelming support to change the day of operation to Saturday. Arrangements will be made for a landfill operator.

POWERLINE EXTENSION – LSD 1 of 34-75-21-W5M

On motion of Councillor Tokarz, Council approved a powerline extension to the LSD 1 of 34-75-21-W5M for Northrock Resources Ltd.

POWERLINE EXTENSION - LSD 9 of 5-77-22-W5M

On motion of Councillor Dumont, Council approved a powerline extension to the LSD 9 of 5-77-22-W5M for Northrock Resources Ltd.

TRANSFER OF HOLIDAYS

On motion of Councillor Brochu, Council agreed to allow Shelleen Gerbig to transfer 12.5 vacation days from 2002 to 2003.

PREDA MEMBERSHIP

On motion of Councillor Tokarz, Council agreed to send a Community Support Declaration to PREDA along with a contribution of $0.50 per capita equalling $1,245.00.

Carried.

 

DELEGATION

John Brodrick, Mayor of the Town of High Prairie, presented Reeve Dumont with a $2,000 donation to the Little Smoky Ski Area.

Ski Hill Manager, Rocky Johnson reported to Council on the following matters:

On motion of Councillor Aubin, Council approved the Ski Hill Manager’s Report as presented.

FIRE PROTECTION SERVICES CONTRACT

On motion of Councillor Tokarz, Council agreed to enter into a contractual agreement with the Town of Falher to purchase the assets of their fire department and to provide them with fire services.

On motion of Councillor Dumont, Council tabled the above motion until after lunch.

On motion of Councillor Dumont, Council adjourned for lunch at 12:15 p.m. to reconvene at 1:30 p.m.

FIRE PROTECTION SERVICES CONTRACT

The tabled motion brought forth by Councillor Tokarz stating that Council agreed to enter into a contractual agreement with the Town of Falher to purchase the assets of their fire department and to provide them with fire services was considered and voted upon.

Administrator Turcotte reported to Council on the following matters:

On motion of Councillor Tokarz, Council approved the Administrator’s report as presented.

FCM CONFERENCE

On motion of Councillor Tokarz, Council amended Motion 011235 to now send Councillors Desaulniers and Begin, with alternate Councillor Aubin, as well as the Municipal Administrator to the FCM Conference in Hamilton, Ontario and be remunerated as per the Policy Handbook.

MEETING WITH THE MINISTERS

On motion of Councillor Begin, Council, with the exception of Councillor Desaulniers will drive to a meeting with Ministers Stelmach and Boutilier on January 24, 2002 in Edmonton and will be remunerated as per the Policy Handbook.

On motion of Councillor Brochu, Council agreed to send a letter of support to Mr. Darrel Coma, a Clyde area farmer, in his quest to utilize dogs for coyote predation control without the need to complete a
