MINUTES OF THE REGULAR MEETING OF THE MUNICIPAL DISTRICT OF SMOKY RIVER NO. 130, HELD IN THE MUNICIPAL OFFICE, FALHER, ALBERTA, WEDNESDAY, FEBRUARY 13, 2002

The meeting was called to order by Reeve Dumont at 10:05 a.m.

On motion of Councillor Begin, the agenda was approved with the following addition:

MINUTES OF THE LAST REGULAR MEETING – Jan. 9, 2002

On motion of Councillor Tokarz, the minutes of the January 9, 2002 meeting were approved as presented.

MINUTES OF THE LAST H.P.S.D. #48 MEETINGS

The minutes of the last H.P.S.D. #48 meetings were circulated as information to Council.

 

Councillor Brochu entered the meeting at 10:15 a.m.

MONTHLY AND BUDGET REPORTS

On motion of Councillor Aubin, the monthly and budget reports for the month of January 2002 were approved.

POWERLINE EXTENSION – LSD 14 of 11-78-21-W5M

On motion of Councillor Desaulniers, Council approved a powerline extension to the LSD 14 of 11-78-21-W5M for Devon Canada Corp.

On motion of Councillor Tokarz, Council approved a powerline extension to Lot J, Plan 3469NY for Darcy and Wendy Tokarz.

TAX CANCELLATION – SE 36-76-22-W5M

On motion of Councillor Tokarz, Council approved a tax cancellation in the amount of $1,527.43 on Smoky River Fish & Game Association’s Recreation Lease and License of Occupation Lease In the SE 36-76-22-W5M.

SMOKY RIVER & DISTRICT VICTIMS’ ASSISTANCE

On motion of Councillor Aubin, Council agreed to contribute $0.50 per capita to Smoky River & District Victims’ Assistance for 2002 towards operation of their program.

2002 GRADER BLADE REQUIREMENTS

On motion of Councillor Tokarz, Council approved the calling of tenders for its 2002 grader blade requirements from the following companies with the tender deadline set for 2:00 p.m. on March 6th, 2002:

    • Valley Blades Ltd.
    • Finning Ltd.
    • Strongco Supplies

On motion of Councillor Brochu, Council approved the calling of tenders for its 2002 culvert requirements from the following companies with the tender deadline set for 2:00 p.m. on March 5th, 2002:

    • FSI Culvert

FIRE FIGHTING COSTS – SW 17-78-22-W5M

On motion of Councillor Desaulniers, Council approved a cancellation of $1,790.00 on the fire fighting costs incurred on the SW 17-78-22-W5M.

APPOINTMENT OF AUDITOR

On motion of Councillor Aubin, Council appointed the firm of Sylvain & Doran as auditor for the Municipal District of Smoky River No. 130 for the 2002 fiscal year.

LETTER OF SUPPORT - River Valley Settlement

On motion of Councillor Brochu, Council approved sending a letter to Mr. Leo Hamson supporting the erection of a historical monument at the River Valley School site to commemorate an episode of significance in the history of the Smoky River Area.

JEAN COTE LANDFILL – Date of Operation

Based on survey results and on motion of Councillor Begin, Council approved changing the Jean Cote landfill day of operation from Tuesday to Saturday.

2002 AAMD&C CONVENTION

On motion of Councillor Begin, Council approved having the Director of Operations, the Municipal Administrator and all of Council attend the 2002 Spring AAMD&C Convention and be remunerated as per the Policy Handbook.

E 9-1-1 DISPATCHING SERVICES

On motion of Councillor Tokarz, Council tabled the PREMS request for a service fee increase until the next regular meeting.

BYLAW NO. 737

A Bylaw of the Municipal District of Smoky River No. 130 in the Province of Alberta for the purpose of establishing a fire department.

First Reading was given upon a motion of Councillor Begin.

Carried.

Second Reading was given upon a motion of Councillor Desaulniers.

Carried.

Councillor Aubin moved that Bylaw No. 737 receive Third and Final Reading at this time.

Carried Unanimously.

Councillor Brochu moved that It receive Third Reading and be Finally Passed.

FIRE DEPARTMENT STANDARD OPERATING PROCEDURES

On motion of Councillor Tokarz, Council approved the Falher Fire Department’s Standard Operating Procedures as the Municipal District of Smoky River Fire Department’s Standard Operating Procedures.

On motion of Councillor Tokarz, Council approved the 2001 Financial Statement as submitted by Sylvain & Doran, CGA.

DELEGATION – Mr. Hector Goudreau, M.L.A. Dunvegan

Mr. Hector Goudreau presented Reeve Dumont with a 50th Anniversary plaque on behalf of Municipal Affairs. In addition, he discussed the following with Council:

    • Alberta Agriculture Office Changes
    • Funding for Poor Municipalities
    • Ambulance Service Caps
