The meeting was called to order by Reeve Dumont at 10:05 a.m.

MINUTES OF THE LAST REGULAR MEETING – March 13, 2002

On motion of Councillor Tokarz, the minutes of the March 13, 2002 meeting were approved as presented.

MINUTES OF THE LAST H.P.S.D. #48, SMOKY RIVER AMBULANCE SERVICE SOCIETY, F.C.S.S. AND PUBLIC HEARING MEETINGS

The minutes of the last H.P.S.D. #48, Smoky River Ambulance Service Society and F.C.S.S. meetings were circulated as information to Council.

On motion of Councillor Begin, the minutes of the Public Hearing held April 9, 2002, were approved as presented.

MONTHLY AND BUDGET REPORTS

On motion of Councillor Aubin, the monthly and budget reports for the month of March 2002 were approved.

POWERLINE EXTENSION – LSD 16 of 29-77-21-W5M

On motion of Councillor Brochu, Council approved a powerline extension to the LSD 16 of 29-77-21-W5M for Mancal Energy Inc.

POWERLINE EXTENSION – LSD 6 of 14-78-21-W5M

On motion of Councillor Desaulniers, Council approved a powerline extension to the LSD 6 of 14-78-21-W5M for Devon Canada Corporation.

SUBDIVISION - NW 3-77-22-W5M

On motion of Councillor Dumont, Council approved a subdivision in the NW 3-77-22-W5M for a farmstead separation for Ernest Guindon subject to the following conditions:

    • all outstanding property taxes be paid in full; and
    • a Developer's Agreement be entered into with the Municipal District of Smoky River No. 130.

GRAVEL CRUSHING TENDERS

On motion of Councillor Tokarz, Council agreed to call for tenders for gravel crushing with a closing date and time of May 1st, 2002 at 2:00 p.m.

FALHER NORTH ACCESS OVERLAY TENDERS

On motion of Councillor Begin, Council agreed to call for invitational tenders from Ruel Bros. and Texada Paving for the Falher North Access Overlay ICAP Project to close at 2:00 p.m. on May 1st, 2002.

LOVELACE CULVERT REPLACEMENT TENDERS

On motion of Councillor Aubin, Council authorized MPA Engineering to call for tenders for the Lovelace Culvert as soon as possible.

Carried.

LIABILITY RECIPROCAL INSURANCE

On motion of Councillor Tokarz, Council requested that a liability reciprocal insurance exchange program be established by Jubilee Insurance Agencies and agreed in principle to participate in the liability reciprocal insurance exchange program.

REGIONAL FIRE CHIEF

On motion of Councillor Brochu, Council approved the appointment of Mr. Ian Fox as Director of Protective Services for the M.D. of Smoky River No. 130.

FIRE CHIEF SERVICES AGREEMENT

On motion of Councillor Tokarz, Council approved entering into a Fire Chief Services Agreement to provide fire chief services to the towns and villages within our area.

BYLAW NO. 738 - Land Use Bylaw Amendments

On motion of Councillor Brochu, Council table this matter pending further investigation.

1 For (Brochu).

Defeated.

 

Council discussed matters of concern brought up at the Public Hearing and agreed on the following amendments:

    • restrictions for poultry and hog operations under Section 12 be noted for both the "B" and "C" areas
    • Section 12 B1) and C1) be reduced to 0.8 km or 1/2 mile around lakes and canal as per Schedule A.

After due discussion and including the above changes, Second Reading was given upon a motion of Councillor Tokarz.

Carried.

Councillor Aubin moved that It receive Third Reading and be Finally Passed.

On motion of Councillor Brochu, Council moved to automatically review the Land Use Bylaw if the Girouxville-Winagami Canal becomes merely a drainage ditch and not the main water source for the area.

Ben Boettcher, Zone Director and Jack Hayden, President of the Alberta Association of Municipal Districts and Counties, interviewed Council on the following matters:

    • Praise Given to M.D. of Smoky River
    • Statistics of M.D. of Smoky River and A.A.M.D.& C.
    • Alberta Agriculture Cuts and Effect on Municipalities
    • Confined Feeding Operations and Effect of Land Use Bylaws
    • Farm Assessment Review Board Recommendations
    • Three Main Areas of Concern: Local Autonomy, Access to Adequate Revenues, Sustainable Communities

Reeve Dumont thanked Mr. Boettcher and Mr. Hayden for attending the Council meeting and handed them invitations for the M.D. of Smoky River's 50th anniversary celebration.

On motion of Councillor Begin, Council refused the request by Five Star Golf Club to provide fire protection in the form of a trailer, pump and hoses.

Ski Hill Manager Rocky Johnson reported to Council on the following matters:

    • A.C.F.A. Plans for Future Expansion
    • Increase in Fees for Next Season
    • Training for Snowboard Instructors

On motion of Councillor Tokarz, Council approved the Ski Hill Manager’s Report as presented.

F.C.S.S. FUNDING ALLOCATION

On motion of Councillor Desaulniers, Council approved an increase in municipal funding of $1,515.00 towards the F.C.S.S. programs.

NORTHERN TRANSPORTATION LOBBY GROUP

On motion of Councillor Tokarz, Council agreed to participate in this program with a contribution for an amount not to exceed $2,000.00.

REGIONAL GROUNDWATER STUDY

On motion of Councillor Tokarz, Council refused the County of Grande Prairie's request for assistance towards a Regional Groundwater Study due to budgetary restraints.

E-911 DISPATCH SERVICE

On motion of Councillor Aubin, Council tabled the PREMS request for a service fee increase pending further investigation.

MUNICIPAL SPONSORSHIP PROGRAM (2002/2003)

Council discussed several different projects that could be funded under the Municipal Sponsorship program. It was decided to hear out the ideas of the other municipalities at the next regional meeting before a decision is made on what project we will be applying for.

On motion of Councillor Tokarz, Council rescheduled the next Council meeting to May 7th, 2002 at 10:00 a.m.

FLAGPOLES AND FLAGS

On motion of Councillor Brochu, Council approved the purchase of two flags and two flagpoles to be installed near the front entrance of the administration office.

SUBDIVISION – SW 18-78-21-W5M

On motion of Councillor Desaulniers, Council approved a subdivision in the SW 18-78-21-W5M for a country residential for Pierre Sliger subject to the following conditions:

    • that all outstanding property taxes be paid in full,
    • that a Developer’s Agreement be entered into with the Municipal District of Smoky River, and
    • access to the subdivision and the balance of the quarter be constructed at the Developer’s expense and to M.D. standards if required.
